The Department of Housing and the Department of Developmental Services, run housing assistance programs aimed towards specific populations, including:


2-1-1

Dial 2-1-1 from anywhere in Connecticut and you will reach a highly-trained call specialist who will assess your needs and provide referrals to the resources in your community. Everyday, call specialists help callers find assistance for complex issues such as financial problems, substance abuse and suicide prevention and for simpler issues such as finding volunteer opportunities and donation options. 2-1-1 is available 24 hours a day every day of the year. HUD Continuum of Care (CoC) Program

The HUD Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.  HUD funding for homeless response in Connecticut is directed in part to grants to the CoCs, which are comprised of providers of homeless services, state government representatives, local government representatives, and other community stakeholders.  Connecticut has three Continua of Care: Balance of State, Hartford, and Fairfield County.  Points of Contact and their emails for the three CoCs and the sub-regions (or “sub-CoCs”) are listed below:
