Homeless Prevention Prevention and Rapid Rehousing - Overview

As part of the American Recovery and Reinvestment Act, the US Department of Housing and Urban Development (HUD) was charged with administering new funding for the Homelessness Prevention and Rapid Re-Housing Program (HPRP). In Connecticut, a total of just over $17 million of that funding was awarded by HUD to the State of Connecticut’s Department of Social Services (DSS) and to five entitlement communities. (Bridgeport, Hartford, New Britain, New haven and Waterbury).

Despite projections that the 6 DSS Regions would serve approximately 1,000 households in the three year HPRP period, the State has served more than twice that number in only two years. A total of 2,211 households including 4,782 persons have received at least one Prevention or Rapid Re-housing service between October 1, 2009 and September 30, 2011.  Families headed by a single woman and single individuals were the most commonly served household types.
