Advocacy Tools
Advocacy tools include legislative agendas, talking points on various housing and homelessness issues, postcards for policymakers and field mobilization information. They are intended as resources for advocates, providers and those who have experienced homelessness.
CT HMIS
Connecticut Homelessness Management Information System (CT HMIS) Publications: Data presented in these publications are derived from information entered into Connecticut’s homelessness database, the Connecticut Homelessness Management Information System (CT HMIS). CT HMIS allows for longitudinal analysis of data provided for clients utilizing Connecticut’s emergency shelter, transitional housing, and permanent supportive housing programs.

Plans to End Homelessness
A clear message runs through the Federal Strategic Plan to Prevent and End Homelessness entitled Opening Doors. That message is that housing and housing services providers must align programs and create a seamless network that prevents and ends homelessness across the boundaries that exist among institutions and professional expertise. Connecticut’s community plans to prevent and end homelessness featured here outline specific goals and action steps that should be taken to accomplish the task of ending homelessness through the utilization of best practice strategies and service coordination.
Point in Time Count
Data presented in these publications are derived from information collected during Connecticut’s annual homelessness Point in Time Count (CT PIT). Collected on one night during the last ten days of January, CT PIT provides a snapshot of persons staying in emergency shelters and transitional housing programs, as well as living in places unintended for human habitation.

Prevention and Rapid Rehousing
As part of the American Recovery and Reinvestment Act, the US Department of Housing and Urban Development (HUD) was charged with administering new funding for the Homelessness Prevention and Rapid Re-Housing Program (HPRP). In Connecticut, a total of just over $17 million of that funding was awarded by HUD to the State of Connecticut’s Department of Social Services (DSS) and to five entitlement communities. (Bridgeport, Hartford, New Britain, New haven and Waterbury). The HPRP factsheets featured here outline by community, the lead agency providing HPRP funds, what services are available, who the services are available to, and some HPRP basics.
