Case managers in shelter, transitional and supportive housing programs, typically create a comprehensive service plan for clients including goals and objectives, which will assist them in addressing barriers and maintaining stability. A service plan should be comprehensive in that it includes an array of needs, multiple service providers, long and short term goals, timelines and specific expectations of both the client and caregivers.
